Cambodia Embassy Attestation: A Country Where the Embassy Stamp Is Still Genuinely Required

Cambodia embassy attestation is one of the few cases where the phrase is still accurate. Cambodia has not joined the Hague Apostille Convention, so an Indian document for Phnom Penh needs MEA attestation followed by legalisation at the Cambodian mission in New Delhi.

INFINITYGRO runs the whole chain from Delhi: Notary, Sub-Divisional Magistrate, the Ministry of External Affairs and then the mission. An apostille sticker will not do for Cambodia, and anybody who tells you otherwise is confusing it with Canada or Chile.

  • Cambodia is not an Apostille Convention country, so attestation is real here
  • Full chain run from Delhi: Notary, SDM, MEA and then the mission
  • Teaching, garment, hospitality and construction files handled every month
  • No stage begins before you have the price in writing

Does a document for Cambodia need Cambodia embassy attestation or an apostille?

Quick answer Last updated 8 October 2026

Cambodia is not a party to the Hague Apostille Convention, so Cambodia embassy attestation is genuinely required. An Indian public document is notarised, attested by a Sub-Divisional Magistrate in Delhi, given an attestation stamp by the Ministry of External Affairs, Government of India, and then legalised at the Embassy of Cambodia in New Delhi. An apostille sticker is the wrong document for Cambodia and will be declined.

Does your document need Cambodia embassy attestation, or an apostille?

Embassy legalisation country

Cambodia does require embassy legalisation. It is not a party to the Hague Apostille Convention, so the apostille route does not apply. An Indian document is attested by the Ministry of External Affairs and then legalised by the Cambodian mission in New Delhi, in that order.

This is worth stating plainly, because a great many Indian attestation pages now describe apostilles for every country alike. For Cambodia that advice is simply wrong, and a document carrying only an apostille sticker is liable to be refused by a Cambodian employer or ministry.

There is a further step some people meet after arrival: Cambodian authorities may require the legalised document to be recognised locally through the Ministry of Foreign Affairs and International Cooperation in Phnom Penh. That part happens in Cambodia and is outside what we can do from India, but you should know it exists before you travel.

The list of convention parties is published by the Hague Conference on Private International Law, and Cambodia does not appear on it. Check the status table yourself if you have been told otherwise.

The route an Indian document takes for Cambodia

Four stages, the last of which is a foreign mission, which is what separates Cambodia from most of the destinations on this website. This is the whole of Cambodia embassy attestation as it actually works.

Attestation and legalisation route

Notary or State authentication, MEA attestation, then mission legalisation

The longest chain we run, and the one with the most moving parts.

  1. Arranged by you

University, board or State authentication, where the employer asks

Cambodian employers and the labour authorities sometimes want the qualification verified or State-authenticated before the Ministry sees it. Get the requirement in writing, because this stage adds the most time.

  2. Handled by INFINITYGRO

Notary Public and SDM attestation in Delhi

A Delhi Notary Public records and seals the document and a Sub-Divisional Magistrate attests the notary's signature, which is the clearance the Ministry requires on the fast-track route.

  3. Handled by INFINITYGRO

    MEA attestation

The Ministry of External Affairs attests the document. Note the difference: this is an attestation stamp, not an apostille sticker, because the destination is outside the Convention.

  4. Handled by INFINITYGRO

Cambodian mission legalisation in New Delhi

The attested document is then presented to the Cambodian mission for legalisation. The mission sets its own fee per document and its own processing time, and both are outside anybody's control but theirs.

Typically needed for: Work permits and employment contracts, teaching appointments, business registration, long-stay visas and family documents.

Get the Cambodia embassy attestation requirement in writing first

Because Cambodia sits outside the Convention, the mission's own current requirements govern, and they are revised from time to time. Ask your employer for their written list and let us confirm the present position at the mission before anything is submitted.

The three document categories and what each one goes through

Every country sorts incoming paperwork into the same three families, and each family travels a different road through the Indian system. Getting the family right is the whole game: a commercial document pushed down the personal route is rejected, and a personal document sent to a Chamber of Commerce goes nowhere. Here is what belongs where, and what happens at each stage of Cambodia embassy attestation.

1. Personal documents

Personal and non-educational records

Civil-status documents sit here. They are the simplest family to process for Cambodia, provided you send the registrar's own original rather than a copy, a hospital record or a laminated keepsake.

What is in this group

  • Birth certificate
  • Marriage certificate
  • Death certificate
  • Police Clearance Certificate
  • Divorce decree
  • Single status certificate
  • Medical certificate
  • Affidavit
  • Adoption deed
  • Personal Power of Attorney

The route

  1. The notarial stage. A Delhi Notary inspects the original, makes the register entry and applies the seal. Everything above it in the chain rests on this one signature.Handled by INFINITYGRO
  2. SDM stage. A Sub-Divisional Magistrate attests the notarisation. For the great majority of files this satisfies the State-level requirement and the document goes straight on to the Ministry.Handled by INFINITYGRO
  3. The State-level alternative. Some authorities accept only the issuing State's Home Department or Regional Attestation Centre. That stage happens in that State, costs what the department charges, and is yours to organise.Arranged by you
  4. The Ministry counter. MEA checks that the authority below signed genuinely, then applies its sticker. For Cambodia this is where the Indian chain concludes. Public submission has not been possible since 2012.Handled by INFINITYGRO
  5. Cambodia mission legalisation. Because Cambodia is outside the Apostille Convention the MEA applies an attestation stamp rather than an apostille, and the document then goes to the Cambodia mission in New Delhi. This is the stage that makes Cambodia embassy attestation a genuine requirement, and mission charges are passed through at cost.Final stage
2. Educational documents

Degrees, diplomas, marksheets and transcripts

Everything a university, board or institute issued to you. This is the family with a genuine fork in it, and which branch you take is decided by the body in Cambodia receiving the document, not by any rule in India.

What is in this group

  • Degree certificate
  • Marksheets
  • Transcripts
  • Diploma certificate
  • 10th certificate
  • 12th certificate
  • Provisional degree
  • Course completion certificate
  • Nursing certificate
  • Syllabus / course content sheet
  • Migration certificate
  • School leaving certificate

The route

  1. Notary Public attestation. The document is presented to a Notary in Delhi, recorded in the notarial register and sealed. This is the foundation every later stage is checked against.Handled by INFINITYGRO
  2. SDM stage. A Sub-Divisional Magistrate attests the notarisation. For the great majority of files this satisfies the State-level requirement and the document goes straight on to the Ministry.Handled by INFINITYGRO
  3. Where SDM is refused: State HRD. The education department of the State that issued your qualification authenticates it, normally after the university has confirmed the award. Budget weeks for this branch and organise it yourself.Arranged by you
  4. The Ministry of External Affairs. Every Cambodia document passes through here. MEA authenticates the preceding signature and affixes its numbered sticker; since 2012 only registered agencies may submit.Handled by INFINITYGRO
3. Commercial documents

Company, trade and export paperwork

The company chain. Fewer stages than the other two, but a different opening move: a recognised Chamber rather than a Notary. Commercial documents for Cambodia also normally need a signed covering letter on letterhead.

What is in this group

  • Certificate of Incorporation
  • Memorandum of Association (MOA)
  • Articles of Association (AOA)
  • Board Resolution
  • Commercial invoice
  • Certificate of Origin
  • Packing list
  • Power of Attorney
  • Distribution agreement
  • Memorandum of Understanding
  • Free Sale Certificate
  • GMP certificate
  • Price list
  • Bill of Lading
  • Trade licence
  • Partnership deed
  • Certificate of Analysis
  • Letter of Authority
  • Company registration certificate
  • Export documents

The route

  1. Chamber attestation. Company standing is verified and the document sealed by a recognised Chamber of Commerce. This single stage does the work that Notary and SDM do for personal documents.Handled by INFINITYGRO
  2. The Ministry of External Affairs. Every Cambodia document passes through here. MEA authenticates the preceding signature and affixes its numbered sticker; since 2012 only registered agencies may submit.Handled by INFINITYGRO

If you are unsure which of the three your document belongs to, send us a photograph of it. Mis-classification is the single most expensive mistake in Cambodia embassy attestation, because a file sent down the wrong chain has to start again from the beginning.

A closer look at each document

Cambodian files are overwhelmingly employment files, and the document set is narrower than for study destinations. Each one is handled the same way in Cambodia embassy attestation terms, but the body asking for it differs.

Degree certificate apostille for Cambodia

A degree certificate apostille for Cambodia is the phrase people search, but the correct process is attestation followed by mission legalisation. Employers and the labour authorities ask for the degree when issuing a work permit, and teaching posts in particular want it alongside any TEFL or teaching qualification.

Work permits and teaching

Diploma, ITI and trade certificates

Polytechnic diplomas and ITI trade certificates go the same way. Garment and footwear factories, construction contractors and hospitality groups recruit supervisors and technicians on exactly these qualifications.

Technical qualifications

Birth certificate apostille for Cambodia

A birth certificate apostille for Cambodia, correctly an attestation and legalisation, is needed for dependant visas, school admission and family long-stay applications. Send the registrar's certificate rather than a hospital slip.

Dependants and long stay

Marriage certificate apostille for Cambodia

A marriage certificate apostille for Cambodia follows the same attestation and legalisation chain, and is wanted for spouse visas and for registering a foreign marriage. The registrar's certificate is the one that counts.

Spouse visas

Police Clearance Certificate

A Police Clearance Certificate is commonly required for work permits and long-stay visas. It goes through the same chain, and because authorities treat a PCC as current only for a limited period, time it against the application rather than doing it far in advance.

PCC

Commercial and company documents

Invoices, certificates of origin, board resolutions and incorporation documents need a Chamber of Commerce step first, then MEA attestation and mission legalisation. Indian firms in garments, pharmaceuticals and agri-trade generate most of these.

Chamber of Commerce first

The cost drivers behind Cambodia embassy attestation fees

Cambodia embassy attestation fees are higher than for an apostille country, and the reason is simple: there is an extra counter at the end that charges its own fee per document.

1The mission stage

The defining cost of a Cambodian file. The mission sets its own charge for each document, and that charge is the same whoever submits it.

2How many documents go to the mission

Because the mission charges per document, the number of certificates matters more for Cambodia than for an apostille country. Send only what is genuinely required.

3Whether State authentication is asked for

Arranged by you with the State department concerned, and paid directly to them.

4Batching the Delhi stages

Notary, SDM, Ministry handling and courier are shared across a batch even though the mission fee is not, so one envelope still costs less than three.

5Courier and timing

Tracked courier both ways from outside Delhi, and the mission's own processing time, which no agency can shorten.

Both the degree certificate fees page and the diploma certificate fees page set the charges out stage by stage. For your particular set, a photograph on WhatsApp brings a written quote back.

Cambodia: who goes, and what the employer will ask for

Indians going to Cambodia are mostly going to work, and four sectors account for the bulk of the files we see.

Teaching. English teaching is the single commonest reason, and schools and language centres there ask for the degree plus a teaching or TEFL qualification, legalised, along with a Police Clearance Certificate. Teaching posts are also where the most incorrect advice circulates, because so much of it is written for apostille countries.

Garments, footwear and manufacturing. Cambodia's export factories employ Indian production managers, quality heads, merchandisers and technicians. Those files lean on the diploma or trade certificate rather than a degree, and often travel with experience letters.

Hospitality, casinos and tourism. Hotels and resort operators recruit managers and specialist staff, and their human resources departments usually give a precise list, which makes these the easier files to plan.

Construction, engineering and NGOs. Infrastructure projects and development organisations take in engineers, surveyors and programme staff, with the employer's checklist governing throughout.

In every case the sequence is the same and the order cannot be rearranged: the Ministry attests, and only then does the mission legalise. A document taken to the mission without the Ministry stamp comes straight back.

Not part of Cambodia embassy attestation: the honest limits

Most disputes in this trade come from unstated limits, so here is exactly where our Cambodia embassy attestation work stops.

What we do not handle

  • Genuineness checks at the university. Where a receiving body wants the institution to confirm the award, that request is yours to make.
  • The State department stage. HRD, GAD or a Regional Attestation Centre: all arranged by you in the relevant State.
  • Local recognition in Cambodia. Where the Ministry of Foreign Affairs and International Cooperation in Phnom Penh has to recognise the document after arrival, that happens there, not here.
  • Permit and portal fees. The cost of the application you are making is separate from the cost of legalising documents for it.
  • Lost, torn or laminated originals. A replacement has to come from the issuing authority before anything else can start.

As a private facilitation service we can move a file efficiently through the stages, but we cannot remove a stage or guarantee a decision that is not ours to make.

What to send us to begin

Once the employer's requirement is clear, this is the set that starts the chain. Everything in Cambodia embassy attestation work starts from this set.

  • The original document, flat and unlaminated
  • Teaching, TEFL or trade certificates, where the post depends on them
  • The employer's written requirement, which decides what goes to the mission
  • A passport copy, photo page and address page
  • The signed authorisation letter, from the template we email
  • Return address and mobile number, unless you are collecting

Cambodia embassy attestation: common questions answered

The recurring questions on Cambodia embassy attestation, answered without hedging.

Is an apostille enough for Cambodia?

No. Cambodia has not joined the Hague Apostille Convention, so an apostille sticker is not the right document and may be refused outright. Indian documents for Cambodia need MEA attestation followed by legalisation at the Cambodian mission in New Delhi. If an agency has quoted you an apostille for Cambodia, they have not checked.

What is the difference between MEA attestation and an apostille?

An apostille is a numbered sticker recognised by every country that has joined the Convention, and it finishes the job on its own. An attestation is a stamp and signature used for countries outside the Convention, and it is always followed by legalisation at that country's mission. Same Ministry, different output, different destinations.

I am going to Cambodia to teach English. What do I need legalised?

Usually the degree and the teaching or TEFL certificate, plus a Police Clearance Certificate, all attested and then legalised at the mission. Schools vary in how strict they are, so ask for their written list before you pay for anything, and be careful with advice found online, most of which is written for apostille countries and does not apply here.

Do I need anything done after I arrive in Cambodia?

Possibly. Cambodian authorities may require a legalised foreign document to be recognised locally through the Ministry of Foreign Affairs and International Cooperation in Phnom Penh before a ministry or employer will act on it. That step happens there and is outside what we can do from India, but it is worth budgeting time for.

What do Cambodia embassy attestation fees depend on?

Mainly the mission stage, which is charged per document, and how many documents you actually send to it. The Delhi stages, notary, SDM, Ministry, handling and courier, are shared across a batch, but the mission fee is not. Sending only what the employer genuinely requires is the most effective way to keep a Cambodian file down.

How long does the whole Cambodian chain take?

Longer than an apostille file, because there is an extra counter with its own queue. We can give you a realistic estimate for the Delhi stages, but the mission's own processing time is set by them and cannot be shortened by any agency. Tell us your deadline at the start and we will be honest about whether it is reachable.
