Dubai Embassy Attestation: The Full UAE Chain, Including the MOFA Step Most Agents Leave Out

Dubai embassy attestation is one of the few legalisation services on this site that is entirely real. The United Arab Emirates is not a party to the Hague Apostille Convention, so an apostille is the wrong stamp for a Dubai file. An Indian document needs MEA attestation, then legalisation at the UAE mission in India, and then one more stage that most Indian agents never mention.

That last stage is attestation by the UAE Ministry of Foreign Affairs after the document reaches the UAE. Without it the chain is incomplete and employers, KHDA, DHA and the Ministry of Education will turn the document away. INFINITYGRO handles the Indian stages from our Delhi office and tells you exactly what remains to be done on arrival.

What does an Indian document actually need for Dubai?

Quick answer Last updated 8 October 2026

The United Arab Emirates is not a party to the Hague Apostille Convention, so a document for Dubai needs full attestation and an apostille will be refused. The chain is Notary, Sub-Divisional Magistrate, attestation by the Ministry of External Affairs, Government of India, and then legalisation at the UAE mission in India — followed by UAE Ministry of Foreign Affairs attestation after the document reaches the Emirates.

Settling the Dubai embassy attestation question first

Embassy legalisation country

Dubai requires full attestation, and an apostille will not be accepted. The United Arab Emirates does not appear in the HCCH status table for the Apostille Convention, so the Ministry of External Affairs applies its ordinary attestation stamp rather than an apostille sticker, and the document then goes to the UAE mission in India for consular legalisation.

There is a persistent rumour that the UAE joined the Convention in 2023. It did not. The confusion comes from Saudi Arabia, which did join with effect from December 2022, and from a general assumption that the Gulf states moved together. They did not. Qatar, Kuwait and the UAE all remain outside the Convention, and Indian documents for all three take the full legalisation chain.

A second point of vocabulary. Dubai is an emirate of the United Arab Emirates, not a country, so there is no Dubai embassy as such. The legalisation is done by the UAE mission — the Embassy in New Delhi or the Consulate General in Mumbai, depending on jurisdiction — and the same stamp serves Dubai, Abu Dhabi, Sharjah, Ajman and the rest. People search for Dubai embassy attestation because Dubai is where they are going, which is perfectly reasonable, but the counter is a UAE one.

The UAE's absence from the Apostille Convention status table is easily confirmed at the HCCH link below. Mission jurisdiction, counter timings and consular charges are set by the UAE mission and should be confirmed with it directly.

The full chain an Indian document takes for Dubai

Four stages in India and a fifth inside the UAE. This is a complete legalisation route of the old kind, and skipping any stage means the document is refused at the far end rather than at the counter where the mistake was made. That is all of Dubai embassy attestation, start to finish.

Full legalisation route

Notary, SDM or HRD, MEA attestation, then UAE mission legalisation

Followed by UAE MOFA attestation after the document arrives in the Emirates.

  1. Arranged by you

University or State HRD authentication, where the UAE body requires it

Regulated professions and the equivalency process frequently require the degree to be verified by the issuing university and authenticated by the State HRD department before the Ministry sees it. It is the slowest stage of any Dubai file, it happens in the issuing State, and it is arranged and paid for by you.

  2. Handled by INFINITYGRO

Notary Public and Sub-Divisional Magistrate attestation in Delhi

A Notary Public in Delhi enters and seals the document and a Sub-Divisional Magistrate attests the notary's signature. On a UAE file this stage matters doubly, because the mission inspects the whole chain behind the Ministry stamp and a weak link is spotted there.

  3. Handled by INFINITYGRO

    MEA attestation, not apostille

The Ministry of External Affairs applies its attestation stamp. This is the stage most often got wrong on Dubai files. An apostille sticker here means the UAE mission will decline the document, and the stamp cannot be exchanged for the right one afterwards.

  4. Handled by INFINITYGRO

    UAE mission legalisation in India

The attested document is submitted to the UAE Embassy in New Delhi or the Consulate General in Mumbai according to jurisdiction. Mission charges are set by the mission, differ by document category and are passed through at cost. Counter timings are theirs and no agency controls them.

  5. Arranged by you

UAE Ministry of Foreign Affairs attestation, after arrival in the Emirates

The final stage, done inside the UAE, usually through the MOFA portal or a typing centre. Until this is complete the document is not fully attested for UAE use, whatever the Indian paperwork looks like. This cannot be done from India and it is the stage most Indian agents quietly omit.

Typically needed for: Employment visas and labour contracts, KHDA and school teaching posts, DHA and healthcare licensing, Ministry of Education equivalency, family and spouse visas, trade licences and company formation in the mainland and free zones.

Check the Dubai embassy attestation requirement before you pay anyone

Dubai files reward one question asked early: what is the document actually for. An employment visa, a KHDA teaching licence, a DHA healthcare licence, a Ministry of Education equivalency and a trade licence all want slightly different packs, and only some of them need university verification. Get the requirement in writing from the UAE employer or authority before the first stamp goes on.

Personal, academic or company paperwork? The routes differ

Before anything is stamped, your document has to be classified, because India runs three separate chains and they are not interchangeable. Personal records, educational records and company paperwork each start in a different place and meet only at the Ministry. This is the part of Dubai embassy attestation that nobody explains properly, so we have set all three out side by side.

1. Personal documents

Personal and non-educational records

The records that follow a person rather than a career. Because they come from registrars and police authorities, no institutional verification sits behind them, and that makes this the most predictable of the three chains.

What is in this group

  • Birth certificate
  • Marriage certificate
  • Single status certificate
  • Police Clearance Certificate
  • Medical certificate
  • Divorce decree
  • Name change deed
  • Affidavit
  • Succession certificate
  • Adoption deed

The route

  1. Notary Public. The first signature on the chain. A Delhi Notary registers and seals the original document, which is what the magistrate's office verifies at the next stage.Handled by INFINITYGRO
  2. SDM, the fast-track option. Chosen over the issuing State's own department because it is quicker, happens in Delhi and satisfies the Ministry for nearly every destination.Handled by INFINITYGRO
  3. Or the State route. Certain receiving offices require the Home Department or Regional Attestation Centre of the State that issued the certificate. It is slower than an SDM, it is done in that State, and arranging it is your side of the work.Arranged by you
  4. At the MEA counter in New Delhi. The signature beneath is matched against specimen records and the Ministry's sticker goes on, which is what Dubai will ultimately read. Public submission closed in 2012.Handled by INFINITYGRO
  5. Dubai mission legalisation. Because Dubai is outside the Apostille Convention the MEA applies an attestation stamp rather than an apostille, and the document then goes to the Dubai mission in New Delhi. This is the stage that makes Dubai embassy attestation a genuine requirement, and mission charges are passed through at cost.Final stage
2. Educational documents

Degrees, diplomas, marksheets and transcripts

Qualifications and academic records sit here. The branch point at stage two is the thing to understand in Dubai embassy attestation, because it is the difference between a file that takes days and one that takes weeks.

What is in this group

  • Degree certificate
  • Marksheets
  • Transcripts
  • Diploma certificate
  • 10th certificate
  • 12th certificate
  • Provisional degree
  • Course completion certificate
  • Nursing certificate
  • Syllabus / course content sheet
  • Migration certificate
  • School leaving certificate

The route

  1. Notarisation in Delhi. A Notary Public examines the original, enters it in the register and seals it. Skip this and the next counter will refuse the file outright.Handled by INFINITYGRO
  2. Sub-Divisional Magistrate. The magistrate's office confirms the Notary's seal is genuine and adds its own. This is the route we use by default because it is faster and more predictable.Handled by INFINITYGRO
  3. Or: State HRD / Higher Education Department. Where the receiving institution demands it, the education department of the issuing State authenticates the certificate, usually after the university has verified it. This runs in that State, takes considerably longer, and is arranged and paid for by you.Arranged by you
  4. Ministry of External Affairs, New Delhi. For a Dubai file the MEA verifies the State-level or Chamber signature and applies its own sticker. Since 2012 the Ministry has not accepted documents directly from the public, which is why a registered agency lodges it.Handled by INFINITYGRO
3. Commercial documents

Company, trade and export paperwork

Anything issued by or on behalf of a company belongs here, and in Dubai embassy attestation it takes a shorter chain with a different first stage. Most are also expected to carry a covering letter on company letterhead.

What is in this group

  • Certificate of Incorporation
  • Memorandum of Association (MOA)
  • Articles of Association (AOA)
  • Board Resolution
  • Commercial invoice
  • Certificate of Origin
  • Packing list
  • Power of Attorney
  • Distribution agreement
  • Memorandum of Understanding
  • Free Sale Certificate
  • GMP certificate
  • Price list
  • Bill of Lading
  • Trade licence
  • Partnership deed
  • Certificate of Analysis
  • Letter of Authority
  • Company registration certificate
  • Export documents

The route

  1. Attestation by a recognised Chamber of Commerce. The Chamber verifies the issuing company and seals the paperwork. Commercial documents start here, not with a Notary, and never pass through an SDM.Handled by INFINITYGRO
  2. MEA authentication. The Ministry verifies the stamp below it and adds its numbered sticker. For Dubai this is the stage everything else has been building towards. Individuals have not been able to lodge directly since 2012.Handled by INFINITYGRO

Classification is free to check and expensive to get wrong. Send a photograph of the document and you will be told which of the three chains it belongs in, what each stage costs, and which stages are yours rather than ours.

Going through the documents individually

Dubai takes the widest range of Indian documents of any destination we handle, because the Indian population there spans every sector. The chain is the same; the body receiving the document is what differs, and every one of them expects Dubai embassy attestation to have been done properly. Each one is handled the same way in Dubai embassy attestation terms, but the body asking for it differs.

Degree certificate apostille for Dubai

A degree certificate for Dubai is the highest-volume document on this route. It is needed for employment visas above a certain skill level, for Ministry of Education equivalency, and for professional licensing. It takes Notary, SDM or HRD, MEA attestation, UAE mission legalisation and then MOFA attestation in the Emirates.

Employment and equivalency

Diploma, ITI and trade certificates

Polytechnic diplomas, ITI trade certificates and technical qualifications follow the identical chain and are central to the construction, engineering, oil and gas and hospitality workforce. Trade certificates are frequently assessed alongside experience letters, which also require attestation.

Technical qualifications

Birth certificate apostille for Dubai

A birth certificate for Dubai arises in family and dependant visa files, in school admission for children and in Emirates ID matters. Only the municipal registrar's certificate can enter the chain; a hospital slip cannot. These files are time-sensitive because they usually follow a sponsor's visa.

Family and dependant visas

Marriage certificate apostille for Dubai

A marriage certificate for Dubai is required to sponsor a spouse, to obtain family accommodation and for school admission paperwork. Send the registrar's certificate rather than a ceremony record. This is one of the most commonly attested documents on the entire UAE route.

Spouse sponsorship

Police Clearance Certificate

An Indian Police Clearance Certificate is required for several UAE employment and licensing categories and is treated as recent-dated at both the mission and the UAE end. Obtain it close to your submission date, because a PCC that goes stale mid-chain has to be reissued and re-attested from the beginning.

PCC

Commercial and company documents

Invoices, certificates of origin, MOA and AOA, board resolutions, powers of attorney, distribution agreements and trade licences take a Chamber of Commerce stage before the Ministry, then UAE mission legalisation. Commercial documents attract the highest mission charges and usually require a covering letter on company letterhead.

Chamber of Commerce first

Why one Dubai embassy attestation file costs more than another

Dubai embassy attestation fees are a genuine and significant figure, unlike the apostille countries covered elsewhere on this site, because there is a real mission charge in the middle of the chain. These are the components.

1The UAE mission consular charge

A real and unavoidable line on every Dubai file, and often the largest single component. It is set by the mission, paid to the mission and passed through at cost, and it differs by document category.

2Document category at the mission

Educational, personal and commercial documents are not charged alike at a UAE counter. Commercial documents attract the highest charges and sometimes additional requirements, which is why a company file and a marriage certificate are priced very differently.

3Whether HRD or university verification is required

Where the UAE employer, KHDA, DHA or the equivalency process requires it, this is a separate process you arrange and pay for directly in the issuing State. It is the slowest and often the most expensive part of a degree file.

4The UAE MOFA stage

Paid inside the UAE, after arrival, and not part of an Indian quote. Budget for it separately and do not let an agent imply it is included, because it is not something any Indian agency can perform.

5Documents per file, courier and urgency

A family relocating with degrees, marriage and birth certificates moves many documents at once and the per-document charges dominate. Tracked courier from outside Delhi adds to the total, and a genuine deadline is priced differently from a routine file.

Both the degree certificate fees page and the diploma certificate fees page set the charges out stage by stage. For your particular set, a photograph on WhatsApp brings a written quote back.

Dubai embassy attestation: which UAE body is actually asking, and what each one wants

Dubai is not one requirement, it is half a dozen, and the body asking decides how much work your file needs. Work out which of these you are before you spend anything.

A standard employment visa. For many roles the employer simply needs an attested degree or trade certificate with the employment paperwork. This is the lightest version of the route: Notary, SDM, MEA, UAE mission, then MOFA on arrival. University verification is often not required at all.

Ministry of Education equivalency. Where a UAE authority needs formal recognition that your Indian qualification is comparable to a UAE one, the equivalency route applies, and degrees are handled by the higher education ministry while school certificates go to the Ministry of Education. Equivalency is assessed on content and study mode, and it is a common reason university verification becomes compulsory. Distance-learning and external-mode degrees run into difficulty here more often than regular full-time ones, so ask before you assume.

KHDA, for the Dubai education sector. The Knowledge and Human Development Authority regulates private schools and teaching staff in Dubai. Teachers need attested qualifications and usually equivalency, and KHDA is specific about what it accepts.

DHA, for healthcare. The Dubai Health Authority licenses doctors, nurses, pharmacists and allied professionals practising in Dubai. These files are the most document-heavy of all: degree, transcripts, registration certificates, experience letters and a good conduct certificate, with primary source verification on top of attestation. Nurses and doctors should plan this months ahead.

Trade licence and company formation. Mainland and free-zone company setup generates powers of attorney, board resolutions, MOA and AOA and certificates of incorporation, all on the commercial chain through a Chamber of Commerce. Free zones and the mainland Department of Economy sometimes differ in what they will accept, so confirm with the specific authority.

The stage everyone forgets. Whichever of the above applies, the document is not finished when it leaves the UAE mission in India. UAE Ministry of Foreign Affairs attestation inside the Emirates is the closing stage. We say this three times on this page because we see the consequences of omitting it every week: a family arrives, starts a visa or school application, and discovers the paperwork is one stamp short.

Dubai embassy attestation is the one service on this site where the embassy stage is entirely genuine, so it pays to get the order right. Send us the request you received and the name of the UAE body asking, and you will get the pack list and the sequence rather than a generic quotation.

Where our Dubai embassy attestation work stops

Being clear about the edges of the job saves arguments later, so here is what sits outside a Dubai embassy attestation quote from us.

Beyond our remit

  • Institutional verification. We do not correspond with universities, boards or ITIs about your qualification.
  • State HRD or home department authentication. Arranged by you; anything that department charges is paid to them.
  • UAE MOFA attestation inside the Emirates, equivalency applications and DHA or KHDA licensing. These are done in the UAE and cannot be arranged from Delhi.
  • Visa, permit and application fees. Paid to the mission or portal handling your application.
  • Duplicate or re-issued certificates. Only the original issuing authority can produce one, and you apply to them.

We are a private facilitation service. No agency, ours included, can bypass a statutory stage or promise an outcome that is decided by the Ministry or by a foreign mission.

Getting started: what to send

Once the Dubai embassy attestation route is confirmed, this is the set that starts the chain. Send everything together, because the mission stage is easier to schedule for a complete file. These are what Dubai embassy attestation needs before a single counter is approached.

  • The original document, flat, unlaminated and undamaged
  • Which UAE body is asking — employer, KHDA, DHA, equivalency or a free zone — because the pack differs
  • Transcripts, marksheets and experience letters, where licensing or equivalency requires them
  • A passport copy, photo page and address page, with spellings matching the certificates exactly
  • A covering letter on company letterhead, signed and stamped, for commercial documents
  • The signed authorisation letter and a return address, unless you are collecting

FAQs on Dubai embassy attestation

Honest answers to the questions we hear most about Dubai embassy attestation.

Is Dubai embassy attestation still required, or can I use an apostille?

It is required, and an apostille will not work. The United Arab Emirates is not a party to the Hague Apostille Convention, so Indian documents for Dubai take MEA attestation followed by legalisation at the UAE mission in India. An apostille sticker will be declined at the UAE counter and cannot be exchanged for the correct stamp afterwards.

Did the UAE not join the Apostille Convention in 2023?

No. That belief comes from confusion with Saudi Arabia, which joined with effect from December 2022. The UAE does not appear in the Convention's status table and Indian documents still take the full legalisation chain. Qatar and Kuwait are also outside the Convention. It is worth checking the status table yourself before accepting any agent's assurance.

Is there a Dubai embassy, or is it the UAE embassy?

Dubai is an emirate of the United Arab Emirates rather than a separate country, so the legalisation is done by the UAE mission: the Embassy in New Delhi or the Consulate General in Mumbai, depending on jurisdiction. The same stamp serves Dubai, Abu Dhabi, Sharjah and the other emirates. Searching for Dubai embassy attestation is normal, but the counter is a UAE one.

What is the MOFA stage and why have I not heard of it?

UAE Ministry of Foreign Affairs attestation is the final stage, performed inside the UAE after the document arrives, usually through the MOFA portal or a typing centre. Until it is done the document is not fully attested for UAE use. Many Indian agents omit it because they cannot perform it and it is not part of their fee, which is exactly why it catches people out.

Can INFINITYGRO do the MOFA attestation for me?

No, and nobody in India can. It is performed inside the Emirates and requires the document to be physically there. We complete every Indian stage through to UAE mission legalisation and tell you plainly what remains, so you can arrange MOFA on arrival or through your employer. Treat any Indian agency claiming to include MOFA as part of Dubai embassy attestation with caution.

What is an equivalency certificate and do I need one?

Equivalency is formal UAE recognition that your qualification is comparable to a UAE one. Degrees are handled by the higher education ministry and school certificates by the Ministry of Education. You need it for regulated professions, for teaching and for some visa categories, but not for every job. Ask your employer or the licensing authority in writing before starting it.

I studied through distance learning. Will that be a problem for Dubai?

Possibly, at the equivalency stage rather than the attestation stage. UAE equivalency looks at study mode, contact hours and institutional recognition, and distance, external and correspondence qualifications are scrutinised more closely than regular full-time ones. The attestation chain itself runs normally. Check the equivalency position before you commit to the expense.

What do nurses and doctors need for a DHA licence?

More than most applicants. A DHA file typically needs the attested degree, transcripts, registration certificate, experience letters and a good conduct certificate, with primary source verification in addition to attestation. Several of those documents need attesting individually, so the per-document charges add up. Start this several months before you intend to move, because Dubai embassy attestation on a DHA pack is many documents rather than one.

What does a teacher need for KHDA in Dubai?

KHDA regulates private schools and teaching staff in Dubai and generally wants attested qualifications plus equivalency. In practice this means the degree and the teaching qualification both travel the full chain, and university verification is more often required than for ordinary employment. Ask the school to confirm KHDA's current list in writing before you begin Dubai embassy attestation on the set.

What do Dubai embassy attestation fees include?

The Ministry's statutory attestation charge per document, the Notary and SDM stages, the UAE mission's own consular charge passed through at cost, our handling and the courier. Commercial documents carry higher mission charges than educational or personal ones. HRD or university verification and the UAE MOFA stage are separate. Send a photograph of the documents for a written quote.

How long does the whole Dubai chain take?

The Indian stages are predictable. The mission stage is not, because consular counters set their own schedules, and where university or HRD verification is required that branch can run for weeks. Start well before your travel date and do not book flights around an assumed turnaround. We will tell you what we are seeing at the counter currently rather than quote a number we cannot hold to.

My name is spelled differently on my degree and my passport. Will Dubai accept it?

Usually not, and this is a common reason UAE files fail late. The mission, the employer and the equivalency process all compare documents against the passport. Correct the spelling at the issuing authority before the chain starts, because an attestation on an inconsistent document certifies the inconsistency and does not resolve it.
