Finland Embassy Attestation: Apostille Rules, and the Objection Finland Withdrew in 2009
Finland embassy attestation is not a stage in any Finnish application today, but there is a piece of history here that still confuses people. Finland has been a party to the Hague Apostille Convention since 1985, yet when India acceded in 2005 Finland formally objected. That objection was withdrawn on 5 October 2009, and the apostille route has been fully open ever since.
So Indian documents for Helsinki, Espoo or Tampere now carry one MEA apostille and nothing more. INFINITYGRO handles the Notary, SDM and MEA stages from our Delhi office and explains what Migri, DVV and the licensing bodies actually want alongside the stamp.
- ✓Finland has accepted Indian apostilles since the objection was withdrawn in 2009
- ✓No Finnish embassy stamp is required on Indian documents
- ✓We explain the Migri, DVV and Valvira requirements around the apostille

The quick answer for Finland
Quick answer Last updated 8 October 2026
Finland accepts the Hague apostille, so Finland embassy attestation is not a separate stage. An Indian public document for Finland is notarised, attested by a Sub-Divisional Magistrate in Delhi and then given a numbered apostille by the Ministry of External Affairs, Government of India. Nothing afterwards goes to a Finland embassy or consulate.

Finland embassy attestation: what Finland actually requires in 2026
Finland does not attest Indian documents at a consular counter, and has not since 2009. The Apostille Convention entered into force for Finland on 26 August 1985. When India acceded in 2005, Finland was one of five states that objected, alongside Belgium, Germany, the Netherlands and Spain, which meant that for a few years an Indian apostille genuinely did not work for Finland.
Finland withdrew that objection on 5 October 2009. Belgium, the Netherlands and Spain also withdrew theirs. Germany alone never did, which is why Germany remains the one major European country where an Indian apostille is not accepted. For Finland the position has been clear for more than fifteen years: one MEA apostille from New Delhi completes the chain.
The history matters because very old Indian guidance, written while the objection stood, still circulates and occasionally resurfaces. If somebody tells you Finland does not accept Indian apostilles, they are quoting a position that ended in 2009.
Finland's accession date and the 2009 withdrawal of its objection to India are both in the Convention's depositary records. Finnish authorities set their own documentary and language requirements, so confirm those with the office handling your case.
The route an Indian document takes for Finland
Three stages inside India, finishing in New Delhi. Finland then usually wants a translation into Finnish, Swedish or English, and English is accepted far more often than most applicants expect. There is nothing beyond these stages in Finland embassy attestation, whatever else you have been told.
Notary and SDM in Delhi, then the MEA apostille
The chain ends at the Ministry. Nothing travels to a Finnish mission.
- Arranged by you
Professional licensing or recognition, where your role is regulated
Finnish healthcare roles are licensed by the national supervisory authority, and other regulated professions have their own recognition routes. Those assessments look at qualification content and are arranged by you. For nurses and doctors this is much the longest part of the whole exercise.

Notary Public and Sub-Divisional Magistrate attestation in Delhi
A Notary Public in Delhi enters and seals the document, then a Sub-Divisional Magistrate attests the notary's signature. This is the clearance the Ministry's apostille counter requires on a fast-track file, and we handle it end to end.

MEA apostille
The Ministry of External Affairs affixes a numbered apostille sticker with a QR code to the reverse of the document. For Finland that completes the legalisation. Any translation Finland wants is arranged afterwards, over the apostilled document.
Typically needed for: Migri residence permits for work and study, registration with the Digital and Population Data Services Agency, professional licensing for healthcare, university admission, family reunification and company registration.
One written question on Finland embassy attestation saves a wasted file
Finnish authorities publish their requirements clearly and answer written questions, which makes this straightforward. Ask the receiving office two things: whether English is acceptable or a Finnish or Swedish translation is required, and whether they need the apostilled original or an officially certified copy. Those answers settle a Finnish file almost completely.
Which of the three document families is yours?
India does not have one attestation process; it has three, running in parallel and meeting only at the Ministry. Which one your document takes is decided by what kind of document it is, not by where it is going. For anyone sending paperwork to Finland, that distinction is the first thing to get right.
Personal and non-educational records
Civil-status documents sit here. They are the simplest family to process for Finland, provided you send the registrar's own original rather than a copy, a hospital record or a laminated keepsake.

- Marriage certificate
- Birth certificate
- Divorce decree
- Death certificate
- Police Clearance Certificate
- Adoption deed
- Personal Power of Attorney
- Medical fitness certificate
- Single status certificate
- Affidavit
The route
- Notary Public attestation. The document is presented to a Notary in Delhi, recorded in the notarial register and sealed. This is the foundation every later stage is checked against.Handled by INFINITYGRO
- SDM, the fast-track option. Chosen over the issuing State's own department because it is quicker, happens in Delhi and satisfies the Ministry for nearly every destination.Handled by INFINITYGRO
- The long option: Home Department of the issuing State. Some authorities will only accept the State's own GAD or Regional Attestation Centre stamp. It adds weeks and it is organised by you directly, not by us.Arranged by you
- The MEA sticker. Applied in New Delhi once the Ministry has verified the stamp beneath it. Nothing reaches Finland without it, and since 2012 the Ministry has taken files only from registered agencies.Handled by INFINITYGRO
- MEA apostille — the final stage for Finland. A numbered sticker with a QR code goes on the reverse of the document. Because Finland is an Apostille Convention country there is no mission stage at all, and Finland embassy attestation is simply the phrase people search for.Final stage
Degrees, diplomas, marksheets and transcripts
Degrees, diplomas and the paperwork behind them. Of the three families this one carries the most risk of delay, because the long branch involves an institution and a State department that answer to nobody's deadline but their own.

- Marksheets
- Transcripts
- Diploma certificate
- 10th certificate
- 12th certificate
- Provisional degree
- Course completion certificate
- Nursing certificate
- Syllabus / course content sheet
- Migration certificate
- School leaving certificate
The route
- Sealed by a Notary Public. Done in Delhi, with a register entry against your document. Without it the magistrate has nothing to attest and the file cannot proceed.Handled by INFINITYGRO
- SDM stage. A Sub-Divisional Magistrate attests the notarisation. For the great majority of files this satisfies the State-level requirement and the document goes straight on to the Ministry.Handled by INFINITYGRO
- The long branch: State HRD. Where asked for in writing, the Human Resource Development or Higher Education Department of the issuing State authenticates the document, normally after the university confirms its genuineness. It is the slowest part of any educational file and it is your side of the work.Arranged by you
- Submission to the MEA. The Ministry compares the previous authority's seal with its records and affixes its numbered sticker. This is the stage that carries weight with Finland. Walk-in lodgement by the public ended in 2012.Handled by INFINITYGRO
- MEA apostille — the final stage for Finland. A numbered sticker with a QR code goes on the reverse of the document. Because Finland is an Apostille Convention country there is no mission stage at all, and Finland embassy attestation is simply the phrase people search for.Final stage
Company, trade and export paperwork
Anything issued by or on behalf of a company belongs here, and in Finland embassy attestation it takes a shorter chain with a different first stage. Most are also expected to carry a covering letter on company letterhead.

- Free Sale Certificate
- GMP certificate
- Certificate of Analysis
- Bill of Lading
- Export documents
- Trade licence
- Letter of Authority
- Partnership deed
- GST registration certificate
The route
- Through a recognised Chamber. The Chamber satisfies itself about the company and attests the paperwork. There is no notarial or magistrate stage at all on the commercial chain.Handled by INFINITYGRO
- MEA, the Ministry stage. Your document's previous seal is verified against specimen records held in New Delhi and the Ministry's sticker is applied. Since 2012 the Ministry has dealt only with registered agencies, not the public.Handled by INFINITYGRO
- MEA apostille — the final stage for Finland. A numbered sticker with a QR code goes on the reverse of the document. Because Finland is an Apostille Convention country there is no mission stage at all, and Finland embassy attestation is simply the phrase people search for.Final stage
If you are unsure which of the three your document belongs to, send us a photograph of it. Mis-classification is the single most expensive mistake in Finland embassy attestation, because a file sent down the wrong chain has to start again from the beginning.
What each certificate needs for Finland embassy attestation
Finnish requirements follow the permit or licensing route rather than the document type, and English is accepted more widely here than in most of continental Europe. Finland embassy attestation is the search term; an apostille is what each of these needs. Processing is the same throughout Finland embassy attestation; the receiving body is what varies.
Degree certificate apostille for Finland
A degree certificate apostille for Finland is needed for university admission, for Migri residence permits tied to a qualification and for professional recognition. The apostille goes on the original and transcripts travel with it, because Finnish recognition is assessed on content and scope.
Migri and recognitionDiploma, ITI and trade certificates
Polytechnic diplomas, ITI trade certificates and vocational qualifications take the same apostille route. Finland recruits in the trades and in care work, and vocational recognition is assessed on course content alongside documented experience.
Technical qualificationsBirth certificate apostille for Finland
A birth certificate apostille for Finland is required for family reunification, dependant permits and registration with the population data agency, which is how you obtain a Finnish personal identity code. Use the municipal registrar's certificate rather than a hospital record.
Population register and familyMarriage certificate apostille for Finland
A marriage certificate apostille for Finland is needed for spouse-based residence, for family reunification and for registration in the population information system. Send the registrar's certificate rather than a ceremony record, and keep name spellings identical to the passport throughout.
Spouse residencePolice Clearance Certificate
An Indian Police Clearance Certificate appears in some Finnish residence and licensing routes, particularly for work with children and in healthcare. It is apostilled on the same chain and is treated as recent-dated, so obtain it close to your submission rather than months ahead.
PCCCommercial and company documents
Invoices, certificates of origin, board resolutions, MOA and AOA and powers of attorney need a Chamber of Commerce stage before the Ministry. Finnish company registration and EU-facing trade documentation are the usual destinations, and Finnish commercial practice is comfortable in English.
Chamber of Commerce firstFinland embassy attestation fees: what makes the number move
Finland embassy attestation fees do not arise, because there is no Finnish mission charge. A Finnish file is among the cheaper European destinations on the Indian side, and these are the variables.
1No mission stage
A Finnish file ends at the Ministry in New Delhi, so no foreign mission fee enters the quote. This is the structural difference from a Dubai or Kuwait file.
2Translation, only where it is actually required
Finland accepts English in many contexts, so the sworn-translation cost that dominates French, Croatian and Czech files often does not arise. Where a Finnish or Swedish version is needed, an authorised translator in Finland provides it.
3Professional licensing or recognition
For healthcare and other regulated roles this is a Finnish process with its own fee and a long timetable, arranged by you. It is independent of the apostille and is usually the slowest part of the move.
4Whether a State authentication is demanded
If a Finnish university or licensing body insists on State HRD authentication before the Ministry, that is a separate process you arrange and pay for directly.
5Documents per file, courier and urgency
Several documents travelling together cost less than the same documents sent individually, tracked courier from outside Delhi adds to the total, and a genuine deadline is priced differently from a routine file.
Our degree certificate apostille and attestation fees page sets out the whole charging structure stage by stage, and the diploma certificate fees page covers polytechnic and ITI qualifications. A WhatsApp message brings a written quote for your own file.
Finland embassy attestation: Migri, the population register and the licensing bottleneck
Finland is administratively tidy, so the obstacles are predictable, and none of them is Finland embassy attestation. Here are the three that actually matter.
Migri sets the permit requirements. The Finnish Immigration Service publishes a document list for each residence permit type, and the specialist, employed person and student routes differ. Read the list for your own permit rather than a general guide. Apostilled qualifications and civil-status documents are standard; the exact set is not.
The population register is the step people forget. After arrival you register with the Digital and Population Data Services Agency to obtain a personal identity code, which is what unlocks banking, healthcare and almost everything else in Finland. That registration relies on apostilled birth and marriage certificates. Bring them with you properly legalised, because arranging it from Finland afterwards is slow and expensive.
Healthcare licensing is the real bottleneck. Nurses, doctors and other health professionals are licensed by the national supervisory authority, which assesses the qualification itself and usually requires language competence as well. This takes far longer than any paperwork, and it is a Finnish process we cannot shorten. If you are a nurse planning a move, start the licensing enquiry first and the apostille second.
Language is less of an obstacle than you expect, for documents. Finnish authorities frequently accept documents in English, and Indian certificates are usually in English already. Where a Finnish or Swedish translation is required, it must normally come from an authorised translator in Finland. Ask before commissioning anything, because this is an easy place to spend money unnecessarily.
Name consistency. The Finnish population information system ties records to one identity. A name spelled one way on a degree and another on a passport causes real delay. Correct it at the Indian issuing authority before anything is apostilled.
Send us the Migri or employer list you were given and you will be told which stages are ours, which are Finnish, and whether you need a translation at all.
What is not included in Finland embassy attestation work
It is better to say plainly what Finland embassy attestation does not include than to discover it halfway through.
Not part of the quote
- Verification by the awarding institution. Applications to a university, State board or ITI are made by you, not by us.
- State HRD or home department authentication. Arranged by you; anything that department charges is paid to them.
- Professional licensing, recognition and Finnish or Swedish translation. Licensing is decided in Finland and authorised translators are appointed there.
- Application and visa fees. Whatever the receiving authority charges for its own process is paid directly to it.
- Duplicate or re-issued certificates. Only the original issuing authority can produce one, and you apply to them.
Treat any promise to shortcut a government stage with suspicion, whoever makes it. We are a private service and the decisions belong to the Ministry and the receiving office.
The set that starts the work
Once you know an apostille is what Finland needs, this is the set that starts the Indian stages. With these, Finland embassy attestation can start the same day.
- ✓The original document, flat, unlaminated and undamaged
- ✓The document list from Migri, the university or your employer
- ✓Transcripts or course records, where recognition or admission requires them
- ✓A passport copy, photo page and address page, with spellings reconciled against the certificates
- ✓The signed authorisation letter, from the template we email you
- ✓Return address and mobile number, unless you are collecting in person

This mission does not attest or legalise Indian documents. Because Finland is an Apostille Convention country, the apostille is issued by the Ministry of External Affairs in New Delhi and the chain ends there. We publish these details because people ask for them, and they are useful for visa and other consular enquiries — but do not take your documents here expecting a stamp.
FAQs on Finland embassy attestation
If you are wondering about Finland embassy attestation, one of these is probably your question.
Does Finland accept an Indian apostille?
Yes, and it has since 2009. Finland objected to India's accession to the Convention in 2005, which meant that for a few years an apostille genuinely did not work. Finland withdrew that objection on 5 October 2009 and the route has been fully open ever since. An MEA apostille from New Delhi is now the complete legalisation for Finland.
I read somewhere that Finland does not accept Indian apostilles. Is that current?
No, it is more than fifteen years out of date. It reflects the objection Finland lodged in 2005 and withdrew in October 2009. Old Indian guidance written during that window still circulates. Germany is the country people are probably thinking of, since Germany objected at the same time and has never withdrawn.
Do I need Finland embassy attestation as well as the apostille?
No. The apostille is the whole of the legalisation chain for Finland. Nothing goes to a Finnish mission, and a quotation that includes a Finnish consular legalisation charge is working from the pre-2009 position or from nothing at all.
Do my documents need to be translated into Finnish?
Often not. Finnish authorities frequently accept documents in English, and Indian certificates are normally issued in English already. Where a Finnish or Swedish version is required it must usually come from an authorised translator in Finland. Ask the receiving office before commissioning anything, because this is where money gets wasted.
What does Migri want from an Indian applicant?
The Finnish Immigration Service publishes a document list for each residence permit type, and the specialist, employed person and student routes differ considerably. Typically it wants the apostilled qualification with transcripts, proof of the job offer or admission, and identity documents. Read the list for your own permit type rather than a general summary.
Why do I need apostilled birth and marriage certificates if I am moving alone for work?
For registration with the population data agency after arrival, which is how you get a Finnish personal identity code. That code unlocks banking, healthcare and most public services. Bring the apostilled civil-status documents with you, because organising them from Finland afterwards is slow and costs considerably more.
I am a nurse. What should I do first?
Start the licensing enquiry with the Finnish supervisory authority before anything else. It assesses your qualification and normally requires language competence, and it takes far longer than any paperwork. The Finland embassy attestation question is settled in a sentence and the apostille on your nursing degree and transcripts is quick by comparison. Doing it in the other order wastes months.
What do Finland embassy attestation fees come to?
There is no Finnish mission charge, so the quote covers the Ministry's statutory charge per document, the Notary and SDM stages, our handling and the courier. Translation, where it is needed at all, and any licensing fee are separate. Send a photograph of the documents for a written quote before anything starts.
Does an apostille for Finland expire?
No. An apostille carries no expiry date and nothing in the Convention imposes one. Some Finnish offices do expect certain certificates, particularly a police clearance certificate, to have been issued recently, but that limit applies to the underlying document rather than to the stamp. Obtain the time-sensitive papers last.
Do I send originals or copies?
Originals. The apostille goes on the original public document, not on a photocopy. Send the certificate flat and unlaminated, because a laminated document cannot take the sticker and will be returned unprocessed. If you need to keep an original in India, ask us first and we will say whether a certified copy route exists for that type.
What about commercial documents for a Finnish company?
They take the commercial chain: a Chamber of Commerce attestation, then the Ministry of External Affairs, then the apostille. There is no Notary or SDM stage for commercial documents. Finnish company registration and EU-facing trade documentation are the usual destinations, Finnish commercial practice runs comfortably in English, and a covering letter on company letterhead should travel with the set.
