Lebanon Embassy Attestation Fees 2026: Degrees, Civil Records and Export Papers

Lebanon Embassy Attestation is the final Lebanese consular seal that lets a certificate printed in India be relied on by a ministry, employer, university or bank in Beirut, Tripoli, Sidon or the Bekaa. Workers, spouses, returning graduates and exporters all need it.

Short answer: Lebanon has not joined the Hague Apostille Convention (it is absent from the HCCH status table), so an MEA apostille is not the right stamp. Each paper is first verified inside India, then attested by the Ministry of External Affairs, and finally legalised by the Embassy of Lebanon in New Delhi. An Arabic translation is often asked for once the file reaches Lebanon.

What does Lebanon Embassy Attestation actually certify?

Legalisation is a relay of signatures: a state office or Chamber of Commerce vouches for the Indian issuer, MEA vouches for that office, and the Lebanese consul vouches for MEA. Authorities in Lebanon rely on that chain.

Why no apostille? We checked the Hague Conference (HCCH) list of parties to the 1961 Apostille Convention in October 2026: Lebanon does not appear on it. An apostille issued by MEA therefore carries no special weight there, and consular legalisation remains the accepted method.

Who asks for Lebanon-legalised Indian documents?

Indian workers

About 2,000 Indians live in Lebanon, many on construction sites around north Beirut or on farms in the north. A Ministry of Labour work permit file wants the attested qualification, a clean police record and proof of experience.

Spouses and children

When a worker brings his wife or children, residence is sponsored on the strength of the legalised marriage certificate and the birth certificate of each child, translated into Arabic.

Lebanese alumni of Indian colleges

Lebanese students graduating in India legalise degrees and transcripts so the Ministry of Education and Higher Education can consider equivalence and professional orders can register them.

Mixed marriages and inheritance

Indians marrying Lebanese nationals, or heirs handling property there, legalise birth and single-status papers, death certificates and powers of attorney.

Degree certificate attestation for Lebanon

Lebanese employers and universities normally look at the final degree together with supporting academic records. Commonly legalised items:

  • Degrees in engineering, nursing, hospitality or commerce
  • Diploma and polytechnic certificates for technicians
  • Consolidated marksheet or semester transcripts
  • Provisional certificate, when the final degree is still awaited
  • Class 10 and Class 12 certificates
  1. NotariseA notary in the state where the degree was issued signs a declaration on a notarised copy or the original.
  2. State education departmentThe HRD or higher-education department of that state confirms the qualification, often after writing to the university.
  3. MEA stampThe Ministry of External Affairs attests the state officer's signature and seal.
  4. Lebanese EmbassyThe mission in New Delhi legalises the paper for use in Lebanon.

Marriage certificate attestation for Lebanon and other civil papers

Personal records are authenticated by a notary, then by the Home Department of the issuing state or by an SDM, after which MEA and the Lebanese consul add their stamps. Typical requests:

  • Marriage certificate attestation for Lebanon for a wife's residence or for recording the marriage with the Lebanese personal status registry
  • Birth certificate attestation for Lebanon so a child can be sponsored or enrolled in a Lebanese school
  • PCC attestation for Lebanon for work permits; a certificate from Passport Seva or an RPO skips the state step and goes straight to MEA
  • Experience certificate attestation for Lebanon, issued on the employer's letterhead with a signatory name and seal
  • Bachelorhood or single-status affidavit, divorce decree, medical fitness report, death certificate and special power of attorney

Commercial document attestation for Lebanon

Lebanon bought about US$337 million of Indian goods in 2025, led by chemicals, gems and precious stones, machinery, textiles and plastics. Beirut importers and banks often want these legalised:

  • Certificate of Origin from an Indian Chamber of Commerce
  • Commercial invoice and packing list
  • Certificate of analysis, Free Sale Certificate, GMP or COPP for chemical and pharmaceutical consignments
  • Distribution or agency agreement and letter of authorisation for a Lebanese dealer
  • Certificate of incorporation, MOA, AOA, board resolution and company power of attorney
  • GST and IEC copies

Path for trade papers: authorised signatory on letterhead, notary where the document is an agreement or POA, Chamber of Commerce endorsement, MEA attestation, then legalisation at the Embassy of Lebanon.

  • Original certificate in good condition (no lamination, tape or missing corners)
  • Clear passport copy, plus visa or sponsor details if available
  • For companies: letterhead originals with signature, seal and signatory ID

Arabic is Lebanon's official language, while French and English circulate widely in business and higher education. Ministries and courts tend to want a sworn Arabic translation; arrange it after the Lebanese stamp so every seal is covered.

  • Names spelt one way on the passport and another on the degree
  • Sending a photocopy where an original is required
  • Invoices whose totals differ from the Certificate of Origin

Lebanon attestation: frequently asked questions

Is Lebanon a member of the Apostille Convention?

No. Lebanon is not listed among the parties on the HCCH status table for the 1961 Apostille Convention. Indian documents for Lebanon therefore go through MEA attestation followed by legalisation at the Embassy of Lebanon in New Delhi.

What is the full route for Lebanon Embassy Attestation?

Educational papers go notary, state HRD, MEA, Lebanese Embassy. Personal records go notary, Home Department or SDM, MEA, Lebanese Embassy. Commercial papers go Chamber of Commerce, MEA, Lebanese Embassy, with a notary first for agreements and powers of attorney.

How much are the Lebanon embassy attestation fees?

Our all-inclusive charges begin at ₹1,000 to ₹1,500 for a Passport Seva PCC, from ₹1,500 for a birth certificate and ₹1,500 to ₹2,500 for a marriage certificate. Degrees and trade documents are quoted individually, with the Lebanese mission fee built in.

How long does degree certificate attestation for Lebanon take?

Usually 15 to 30 working days. Most of that time is spent at the state education department, which may write to the university. MEA and the embassy stages are comparatively quick once the state stamp is in place.

Do I need marriage certificate attestation for Lebanon to sponsor my wife?

In most cases, yes. Lebanese residence for a spouse depends on proving the marriage, and the legalised certificate with an Arabic translation is the accepted proof. Children need their own legalised birth certificates.

Will Lebanese offices ask for an Arabic translation?

Government offices and courts generally work in Arabic and often ask for a sworn translation of the legalised document. Some private companies accept English. Ask the receiving office, and translate only after the embassy stamp.

Can my police clearance certificate skip state attestation?

Yes. A PCC issued by Passport Seva or a Regional Passport Office is a central government document, so it goes directly to MEA and then to the Lebanese Embassy. A PCC from a local police station needs the state step first.

Which commercial documents are legalised for Lebanon most often?

Certificates of origin, commercial invoices and packing lists lead the list, followed by free sale certificates and GMP papers for chemicals and medicines, agency agreements, powers of attorney and company incorporation records for Lebanese partners.

Is a further stamp needed after reaching Lebanon?

Some Lebanese authorities ask for the document to be presented to the legalisation section of the Ministry of Foreign Affairs and Emigrants in Beirut as well. Your employer or sponsor will know whether this applies to your case.

I am a Lebanese student in India. How do I legalise my degree?

Have the degree and transcripts verified by the education department of the state where your university is located, attested by MEA and legalised by the Lebanese Embassy in New Delhi. Complete this before leaving India.
