Why the MEA apostille does not work for China
China became a party to the Hague Apostille Convention on 7 November 2023, and many people now assume an apostille is enough. It is not, for Indian documents. When India joined the Convention, China objected, and the Convention does not operate between the two countries. Chinese authorities therefore still ask for the traditional chain that ends with the Chinese Embassy's legalization stamp.

Red-sticker notary: the step that decides acceptance
For China, notarization is not optional. Every document must first be notarised by a notary public in India, with the notary's red sticker (notarial ticket), seal and signature. Documents without it are returned at the embassy stage, even if MEA has already attested them.
